The plight of the underemployed

Dave Rowlison's struggle to find work, after losing his full time job, is the subject of this article by Wallace Immen. After a year working his way back up to a job with a good possibility of becoming permanent, he has a lot to look back on. But is his experience typical, and does the rational approach provide the best answers to most people in the same situation of being made redundant? I ask, how many others will get lost in the system, never to recover to the same status in their life, with the equivalent income and use of their skills and knowledge that they once had. Why does the last section in this article, Turning part-time into full-time, seem to be blaming the victim? Is this the best approach to take in examining this social problem?
